I am new to this forum and have found a lot of useful information already.

I have 2007 700 that was idling rough. I set the throttle position sensor to the proper .710v. After doing this it made it idle smoother. Unfortunately it raised the idle to 1700. When I turn it down it idles rough again and seems to surge a bit searching for idle speed. I did zero out the throttle plate prior to this at .528v. I don't know if the tps is bad or not. It seemed to have a smoothe increase in volts when I went from closed to WOT to 3.6v.

Thanks for any help with this problem

Have you checked fuel pressure, and for codes?

I assume that you made sure that the throttle cable wasn't causing it to idle high, but did you check to make sure that the butterfly was completely closed? I have seen them get sooted up or were just out of spec'/adjustment enough that they weren't closing completely. I've seen people have to actually take it apart and do some light sanding on it to get it to close.
