I went to connect my battery tender to the outlets on the dash and it looks like neither of them are on unless the ignition is on. Is that correct?

Jim that would be correct. I wired mine hot.

Is there a write-up on how to change the wiring? I'm thinking I only need one of them hot, mainly so I can quickly connect/disconnect my battery tender.

I took the plug that comes with battery tender and ran it so it comes out just under the outside corner of the passenger seat. Think I popped a few push pins and put it under the plastic. Stays in place good

I ran mine right off the battery and fused it there.
