Im working on a buddies 99 ranger 6x6 and Im looking at a parts schematic, and it states on a tie rod end that "if built before 8/16/99" how do I determine when it was made. I dont wanna order the wrong part

Usually under the hood on the plastic straight ahead on the passenger side.
