Why wash the belt with warm soapy water. Does it have some sort of coating/protectant on it when new.

No, no protective coating on the belt. You wash it, if possible, just to remove any possible contaminants ( oils, etc.) from the belt prior to installation. Washing the belt with soap and water and the clutch sheaves with alcohol will extend the belt life.

Actually yes, it has a very thin waxy substance that is put on it in the fabrication process.
