Do these come with speed limiters? Today while riding on the road I noticed I kept hitting a limiter. Not sure if something is wrong or if it's supposed to be like that. I was doing 40-50mph. It kept stumbling while going fast.

That's the rev limiter. It should be going a bit faster. Your belt may be worn.

I didnt think the 08's had one. How can I check the belt?

All Rangers have rev limiters. There's no real way to check the belt, a worn one looks the same as a new one. You should always keep a spare in case one blows out. I'd switch it out and use the old one as the emergency spare. The reality is at best you'll only get to the low 50s with everything in top form, and I just noticed you have a windshield which may slow it down a bit.
